iOS 4.3 Beta 2 is available for download on iPhone 4 3GS , iPod Touch 4 and 3rd Gen , iPad and Apple TV . You can get access to the .ipsw files of this firmware update with a membership of iPhone Developer Standard or Enterprise Program .
