Pending TSS Request in Cydia

I purchased an Iphone 4 with iOS 4.1 about a month ago. I used Limera1n to jailbreak it and had no issues and have installed Cydia. I tried to purchase a theme through Cydia and got a 500 Error. I was wondering if that had anything to do with the message that I have on the home screen of Cydia. That message states “This device has a pending TSS request” .

What does this mean ? Can I try to download that theme again ?
