I am new to iphone 4 jailbreaking and unlocking.What program and method (jailbreaking or unlocking) is needed to change the IMEI and serial number of iphone 4 ?

I paid alot of money for a second-hand iphone 4, and it turns out it is reported missing at the provider. I do not condone or support the use of “recovered phones” but I cannot afford to waste the money I foolishly paid for the iphone . Can someone take pity and help me ?
